Writing a Compliant Purchase Order Specification

A hose clamp purchase order that specifies only "stainless hose clamp, 2 inch" is unenforceable against grade substitution — a supplier can legally ship W2 (430SS band, zinc screw) against that description. A compliant PO specification states a minimum of six fields:

The Five Most Common US Procurement Errors

1. Accepting "300-Series Stainless" as W4

AISI 301, 302, 304, and 316 are all 300-series austenitic stainless steels with significantly different corrosion resistance. 304SS (W4) contains 18% chromium and 8% nickel; 301SS contains 17% chromium and 7% nickel — lower alloying content means lower corrosion resistance. 2. Not Specifying All-Same-Grade Construction

W2 clamps use a 430SS band with a zinc-plated steel screw — described as a "stainless hose clamp" because the band is stainless, even though the screw is zinc. W4 requires all components — band, housing, and screw — to be 304SS. A PO that specifies "304SS hose clamp" without stating "all-same-grade" can be technically satisfied by a 304SS band with a zinc screw. 3. Ordering by Hose ID Rather Than Assembly OD

Hose is sold by its inner diameter — a "1.5 inch hose" has a 1.5" bore. The hose clamp is sized to the outer diameter of the hose after it has been pushed onto the fitting, typically 6–10mm larger than the hose ID. A PO for a "1.5 inch hose clamp" is ambiguous — the correct clamp range is approximately 40–55mm OD, not 38mm. 4. Requesting Certification Documentation After Delivery

Mill certificates (EN 10204 3.1), Lloyd's Register Type Approval certificates, and IATF 16949 certificates must be requested at order time — not after delivery. Mill certs trace to the specific production batch; once a batch is shipped and records closed, obtaining a retrospective cert is often not possible. 5. Specifying W4 for Offshore or Direct Saltwater Service

W4 (304SS) is not adequate for direct saltwater immersion, GoM offshore topsides salt spray, or splash zone service — these require W5 (316SS) for chloride pitting resistance. A W4 clamp in GoM offshore service shows progressive pitting corrosion within months. The cost difference between W4 and W5 is modest and eliminates the corrosion failure mode entirely.
